Halts happen when a stock moves more than 10% in less than 5 mins to protect shorts from getting killed on the way up and from longs getting killed on the way down. Kind of like a time-out to catch our breath. It typically happens on volatile stocks that are being traded by us retail investors or day traders because the larger cap stocks don't move like this. Although it can happen for special news announcements or similar reasons on the big stocks. Small caps, usually a few minutes - 10 or less. Bigger stocks can be an hour. Hope this helps!
