There is an issue with Etrade Pro's Java Garbage Collection process. When the files build up and memory is not set properly, it freezes. It's like temp files. I'll post the Java tweak later to help others.
I had the same problem with CDRB a couple of weeks ago, I called Etrade and the representive told me that Etrade is trying to protect my account. I asked how? he responded Etrade is trying to block investors from buying or shorting penny stocks for security reasons. I'm thinking of going to TD Ameritrade.
If anyone has freezing with Etrade Pro, I used this Java tweak to fix the Garbage Collection issues. For Java 7 or earlier: java -Xmx4000m -XX:+UseConcMarkSweepGC -d64
Java 8 may have changed some of the commands so read the documentation http://www.oracle.com/technetwork/articles/java/vmoptions-jsp-140102.html
